Recent Council Actions & Concerns
COGS continues to monitor City Council decisions and advocate for transparency and resident engagement. The new council has faced criticism for several actions, including adding agenda items with little notice, sometimes within 24 hours of a meeting, restricting council members from speaking on agenda topics, and repeatedly rescheduling the Chaparral Dog Park petition, making public participation challenging.
January 7, 2025 – Sustainability Plan Repeal
- Repealed (4-3): Council Members voted to overturn the Sustainability Plan, a three-year effort created with volunteer input, public open houses, and previously approved by the council (5-2 vote). Opposed: Borowsky, McAllen, and Whitehead
- Public Comment: 27 speakers supported the plan, while only 3 supported its repeal.
January 14, 2025 – Budget Review & Community Safety

- Created Council Subcommittee on Community Safety:
- Only Council Members serve, appointed by the Mayor.
- Other subcommittees: Audit, Education, and Economic Development.
January 28, 2025 – Executive & Regular Session
- Executive Session: Discussed recruitment and hiring for City Auditor and City Manager.
- Regular Agenda Approvals:
- $65,000 in funding for the Arabian Horse Show Event.
- Up to $1,000 partnership to replace Scottsdale Community College pickleball equipment.
- Grants accepted:
- $30,000 from Homeland Security
- $50,000 from Ak-Chin Indian Community & Maricopa County Community Colleges District Foundation
- Future Agenda Addition:
- Councilman Adam Kwasman submitted a request to consider adopting the International Holocaust Remembrance Alliance’s definition of antisemitism.

- Adjacent parcel added to increase from 4-12 units.
- Increased commercial space from 855 sq. ft. to 1,564 sq. ft.

Discontinuation of any Diversity, Equity and Inclusion Programs

Adopt new ordinance that directs the City Manager to re-assign the Diversity Program Director and ADA/Title VI Compliance Coordinator .

- Return to In-Person Office Work
- Direct the Charter Officers and the Presiding City Judge to consider all positions working remotely and develop a plan to return employees to work in a timely manner, at their discretion.
